It shall be a misdemeanor for any person to place any solid waste, straw, dirt, chips,
shells, nails, iron, glass, fruit peelings, melon rinds, paper, shavings, rags, gravel,
brick, building debris or other refuse or other obnoxious substance on any street,
sidewalk, alley, public park, parkway, square or other place in the city or on the
property of another person, or to violate any of the requirements of sections 9-56-22 through 9-56-24. Any illegally disposed of solid waste bearing a person's name shall be prima facie
evidence that the person whose name appears thereon disposed of or caused to be disposed
of the solid waste.
