The director may provide for the collection and removal of solid waste from any place
or premises at times in addition to those when regular collection service is provided
or in a manner different from the prescribed method of collection. Nonrecurring or
infrequent special services shall be provided, as prescribed by the director. In the
event special services, the method of special service and the fee therefor shall be
submitted, by the director, to the council for approval by appropriate resolution.
B.
In the event the director establishes such special service, the director shall have
authority to charge the users of such special services a charge based on the division
of solid waste' best estimate of their actual cost of providing such service, including
labor and equipment used, plus the prevailing landfill fee and transportation costs.
