§ 9-48-1. Installation generally.
A.
Where required. With the exception of one- and two-family dwellings, owners of buildings and structures, including, but not limited to, assembly, educational, residential, institutional, mercantile business, industrial storage, and/or other use occupancies, which buildings or structures are located more than 500 feet, by standard roadway, street, or approved fire lane, from the nearest public fire hydrant, shall install the number and type of fire hydrants and/or branch line valves as directed by the fire official. Hydrants and/or branch line valves shall also be installed where the distance from any required fire protection connection exceeds 100 feet.
B.
Design standards. Hydrant design and pattern shall conform to published specifications and standards of the division of fire services and the Memphis light, gas and water division. Installation details shall also comply with National Fire Protection Association Standard No. 24, 1981 Edition, "Installation of Private Fire Service Mains and Their Appurtenances."
C.
Fire flow demand. Fire flow standards, as established and published by the division of fire services and the light, gas and water division, shall be provided at the required hydrants through approved water mains with approved controlling sectional valves located as directed by the fire official. Water main sizes may be calculated based on fire flow demand, but in no case shall mains and valves be less than six inches in diameter.
D.
When required. Fire hydrants, mains, and valves shall be installed as work progresses, and shall be fully operational at such time as combustible or hazardous materials are introduced or stored on the construction site, and/or at other times deemed necessary by the fire official. In no case shall any building or structure as herein described be issued an occupancy permit until all such required hydrants, water mains, and valves are completely installed, tested and approved.
