§ 2-86-4. Purpose; legislative intent.

  • The purposes of the commission shall be:

    A.

    To determine and prioritize needs and make recommendations based thereon for the support of such services addressing the problem of alcohol and drug abuse within the city and county;

    B.

    To present, yearly, recommendations to the mayors of the city and the county, the president of the United Way, the state department of human services, the state department of mental health and mental retardation, the state commissioner of education, and the health systems agency for a comprehensive plan of services to address the problem of alcohol and drug abuse;

    C.

    To serve as the coordinating body for the delivery of services among all programs offering alcohol and drug abuse remedial and preventative services and to encourage formal evaluation of all such programs;

    D.

    To increase the awareness of schools, government, industry, and union organizations regarding the effects of alcohol and drug abuse on job performance and work with aforesaid groups to develop policies to promote early detection, understanding, and recognition in order to deal effectively with alcohol and drug abuse problems;

    E.

    To advocate, through its funding sources in the legislative process, action and programs to address the problems associated with alcohol and drug abuse.

    It is the intention of this chapter to encourage the commitment of all local funding sources within the community to recognize the commission as an official source for federal, state and local planning and as an official planning, review and comment body for alcohol and drug abuse service program proposals and the funding for each of them.
