§ 12-56-31. Transfer of rights in conduits.

No person owning, occupying or having rights in conduits under this article shall sell, lease or sublease any property or privilege in connection therewith, without first obtaining the consent of the director of public works, nor shall any such person consolidate with any other person or company without the consent of the director of public works.
