§ 9-80-3. Accumulations of garbage, rubbish or trash providing food or harborage for rats.

It is unlawful for any person to place, leave, dump or permit to accumulate any old appliances, demolition materials, garbage, rubbish or trash in any building or premises, improved or vacant, in the city so that same shall or may afford food or harborage for rats.
