§ 6-36-5. Prohibited areas for engaging in business.

  • In the interest and protection of the general public, to protect highly congested streets, highways and rights-of-way and to preserve law and order, it is unlawful for any itinerant vendor/peddler to buy, sell or offer to sell any goods, wares or merchandise, or to solicit patronage for any person, business or service by word of mouth or gesture, or by distributing handbills or other printed matter, or by use of electrical, mechanical or sound-making devices to entice or persuade anyone to buy, sell or accept goods, wares or merchandise within 200 feet of the following locations:

    A.

    Mid-America Mall, except with the approval of the center city commission;

    B.

    Mid-South Fairgrounds, except for those activities regulated and under the control of the Memphis Park Commission and the activities/events managed by the Mid-South Coliseum;

    C.

    Downtown loop, bounded by Mississippi River on the west, Third Street on the east, Calhoun Avenue on the south, and Mill Avenue on the north;

    D.

    Places of historical or public attraction, including the Pink Palace Museum; Overton Park Zoo; Elvis Presley Estate; Memphis Brooks Museum of Art; Mud Island Entertainment Complex; the Pyramid Complex; the Pinch District as defined by the landmarks commission; the Beale Street historic district, except as where the Beale Street Management Association does designate; or other such areas as may hereafter be designated by the city council from time to time by resolution.

    E.

    Open-air markets, farmers' markets and public designated squares, or other such areas, except as may be regulated in other chapters of this code.
