§ 2-91-1. Purpose.

The purpose of this chapter is to establish an integrated strategy and the mechanism and oversight for joint the City of Memphis and Shelby County funding of comprehensive and universal needs based pre- kindergarten ("Pre-K") education for Memphis and Shelby County children through the use of a fiscal agent. The purpose of the fiscal agent is to oversee and distribute the Pre-K funding in order to maximize the goals of Pre-K funding.
