§ 2-74-2. Purposes; legislative intent.
A.
The purposes of the commission shall be:
1.
To serve as the area agency on aging for the City of Memphis and Shelby, Fayette Lauderdale and Tipton Counties in accordance with the provisions of the Older Americans Act and as designated by the Tennessee Commission on Aging and Disability;
2.
To determine and prioritize needs, and make recommendations based thereon, for the support of services addressing the needs of seniors;
3.
To present yearly recommendations to the mayor and legislative bodies of the city and the county, the chief executive officers of Lauderdale, Fayette, and Tipton Counties, the president of the United Way; the State Commissioner of Human Services, and the State Commission on Aging and Disability for a comprehensive plan of services to address the need for seniors in the community;
4.
To serve as the coordinating body for the delivery of services among all programs offering services to seniors and to administer certain programs;
5.
To make recommendations on all matters related to grant applications and contractual arrangements for the implementation of area-wide planning for senior citizens;
6.
To develop guidelines for an area-wide citizen participation system under the comprehensive area plan on aging in order to ensure broad and effective participation of local consumers in the process of planning, developing and administering programs in the various areas or neighborhoods of Lauderdale, Fayette, Tipton, and Shelby Counties;
7.
To sponsor and conduct public hearings, conferences and other such meetings designed to obtain and publicize information related to the problems, accomplishments, and interests of older persons;
8.
To advocate, through its funding sources in the legislative process, actions and programs to address the provision of services to seniors;
9.
To assure that all requirements included in the rules and regulations as set out by the administration on aging, in the United States Department of Health and Human Services be complied with in all respects.
B.
It is the intention of this chapter to encourage the commitment of all funding sources herein mentioned to recognize the Aging Commission of the Mid-South as the official source for federal, state and local planning, and as the official planning and review and comment body for program proposals for serving seniors in the area.
