§ 2-68-6. General powers and duties.
The duties and powers of the arts and science commission shall be:
A.
To act as the central municipal agency to promote and develop in and for the community the interest, study, understanding and appreciation of the arts and sciences generally;
B.
On its own initiative, or at the direction of the mayor or council, to conduct studies, to prepare reports and to recommend action upon community needs and programs relating to public participation or education in artistic, cultural or scientific activities in the city;
C.
To cooperate with all appropriate governmental agencies, and with community agencies, in order to assist in fixing objectives and meeting community needs in the fields of the arts, culture and the related sciences;
D.
To advise the mayor and council, upon request, concerning artistic and cultural matters, which shall include the design and permanent placement of works of art in, on, or about public places, other than in established museums;
E.
To have supervision over the application of municipal funds for maintenance and operation of the Memphis Academy of Arts ("academy"), and, in furtherance thereof to represent the city when required in the management of the academy; to receive and review the budget requests of the academy made to the city and to make recommendations to the mayor and council concerning such budget requests; to supervise the expenditure of all moneys appropriated or contributed by the city for the academy; to perform such other duties as advisor to the academy as shall be required to advance the aims and objects of the academy for the profitable training and education of its students and for the welfare and advantage of the people of the city;
F.
To have supervision over the application of municipal funds for maintenance and operation of Memphis Brooks Museum of Art ("museum") and in furtherance thereof to represent the city, when required, in the management of the museum; to receive and review the budget requests of the museum made to the city and to make recommendations to the mayor and council concerning such budget requests; to supervise the expenditure of all moneys appropriated or contributed by the city for the museum; to perform such other duties as advisor to the museum as shall be required by the city and/or requested by the museum to advance the aims and objectives of the museum for the education, enjoyment and the welfare of the people of the city;
G.
To supervise, promote and develop the public purposes, functions, services and properties of the academy, the museum and, when ordered by the mayor or otherwise required by law, such other art, cultural or scientific institutions and organizations within the city as are nonprofit in nature and supported by local public revenues in whole or in part and are subject to municipal administration of the applications of such revenues in any respect, whether operated within municipally owned properties or otherwise.
