§ 2-64-2. Created; composition; appointment and terms of members.

  • The mayor may establish a park committee, which parks committee shall consist of 15 members, all of whom shall be duly qualified voters of the city. If established by the mayor:

    A.

    The members shall serve as such without compensation.

    B.

    No member (except ex officio non-voting members) shall be an elected official or employee of the city.

    C.

    The members shall be appointed by the mayor of the city, subject to approval of the city council, for a term of three years. No member shall serve more than two consecutive three-year terms. In the event that a member is removed or otherwise becomes unwilling or unable to serve, an interim successor will be appointed hereunder in the same manner as original appointments and will serve until the expiration of the original term. Such interim service shall not be included in determining whether or not a member has served the maximum time of two consecutive three-year terms. The mayor will strive to achieve a goal of racial and gender balance on the board and to the extent reasonably practical shall attempt to appoint not less than one member from each city council district.

    D.

    A member of the parks committee may be removed from the committee, with cause, by the mayor, subject to approval by the city council.

    E.

    In addition to the voting members of the parks committee, there shall be a non-voting liaison to the parks committee appointed by the chairperson of the city council. The term of the liaison shall run concurrently with the term of the chairperson making the appointment.

    F.

    The members shall meet and organize as a committee and shall elect one of its members as chair, one as vice-chair, and one as secretary and such offices shall annually be filled in like manner.

    G.

    In the event of the resignation or death of the chair, vice-chair or secretary, another member may be elected to fill the vacancy for the remaining term thereof.

    H.

    A majority of the committee shall constitute a quorum for the transaction of business. The concurring vote of a majority of the members voting at a meeting at which a quorum is present shall be necessary for any recommendation of the committee.

    I.

    The committee shall meet quarterly to solicit and convey recommendations for improvements, initiatives, programs, solutions and participation regarding parks within the city to the director of parks who shall in turn convey those recommendations to the mayor and the city council for review.
