§ 2-26-4. Establishment of control of parkways and boulevards.

A.

The division of parks is authorized to obtain, establish and construct a system of parkways or boulevards within the city and to have full and complete control over such parkways and boulevards.

B.

The mayor of Memphis shall have the power to purchase, by private negotiation or acquire by condemnation, the necessary lands and property for the establishment and construction of such parkways and boulevards.
