§ 1-12-1. Wards established and described.
The territory embraced within the boundaries of the city shall be divided into the following wards, having boundaries and limits as set out herein:
Ward 1
Ward 1 shall be and is bounded as follows: Beginning at a point, said point being the intersection of the center line of the Mississippi River with a westward projection of the center line of Waterworks Avenue; thence in a eastward direction along said westward projection of Waterworks Avenue to its intersection with the center line of the Wolf River; thence in a southerly direction following the center line of Wolf River to its intersection with a westward projection of the center line of Bethel Avenue; thence in a southeasterly direction along such westerly projection of Bethel Avenue to its intersection with the center line of North Seventh Street; thence in a southerly direction along the center line of North Seventh Street to its intersection with a westward projection of the north property line of Pope School (Memphis Board of Education); thence in an easterly direction along such westerly projection and the north property line of Pope School (Memphis Board of Education) property to the northeast corner of such property; thence in a southerly direction along the easterly property line of Pope School (Memphis Board of Education) property and a southward projection of such property line to its intersection with the center line of Auction Avenue; thence in an easterly direction along the center line of Auction Avenue to its intersection with the center line of Danny Thomas Boulevard; thence in a southerly direction along the center line of Danny Thomas Boulevard to its intersection with the center line of North Parkway; thence in a southwesterly direction along the center line of North Parkway to a point; such point being the intersection of the center line of North Parkway with the center line of Seventh Street; thence in a southwesterly direction along an imaginary line to a point; such point being the intersection of the center line of Lauderdale Street with the center line of Alabama Avenue; thence in a southerly direction along the center line of Lauderdale Street to its intersection with the center line of Poplar Avenue; thence in a westerly direction along the center line of Poplar Avenue and a westward projection of said center line to its intersection with the midstream of the Mississippi River; thence in a northerly direction following the midstream of the Mississippi to its intersection with a westward projection of Waterworks Avenue, said point of intersection being the point of beginning.
Ward 2
Ward 2 shall be and is bounded as follows: Beginning at the intersection of the midstream of the Mississippi River with a westward projection of the center line of Poplar Avenue; thence eastwardly with such projection and the center line of Poplar Avenue to the center line of Gayoso Bayou; thence southwardly with the center line of Gayoso Bayou to the center line of Madison Avenue; thence eastwardly with the center line of Madison Avenue to the center line of Danny Thomas Boulevard; thence southwardly with the center line of Danny Thomas Boulevard to its intersection with an eastward project of the center line of Calhoun Avenue; thence westwardly with such projection and the center line of Calhoun Avenue to the center line of South Third Street; thence southwardly with the center line of South Third Street to the center line of Carolina Avenue; thence westwardly with the center line of Carolina Avenue and a westerly projection of said center line to its intersection with the midstream of the Mississippi River; thence in a generally northerly direction with the midstream of the Mississippi River to its intersection with a westerly projection of the center line of Poplar Avenue, said point of intersection being the point of beginning.
Ward 3
Ward 3 shall be and is bounded as follows: Beginning at a point in the midstream of Gayoso Bayou at its intersection with the center line of Poplar Avenue, running south with the center line of Gayoso Bayou to a point where the center line of Gayoso Bayou intersects the center line of Madison Avenue; thence west with the center line of Madison Avenue to a point of intersection with the midstream of Wolf River; thence north with the midstream of Wolf River to a point where the center line of Poplar Avenue, if extended west, would intersect the midstream of Wolf River; thence east with this extension and the center line of Poplar Avenue, to the midstream of Gayoso Bayou, the point of beginning.
Ward 4
Ward 4 shall be and is bounded as follows: Beginning at a point in the center line of Bayou Gayoso, where the same is intersected by the center line of Madison Avenue, and running thence westwardly with the center line of Madison Avenue to the point where the same is intersected by the midstream of the Wolf River; thence southwardly with the line of midstream of the Wolf River to the point where same is intersected by the western extension of the center line of Beale Street; thence eastwardly with the center line of Beale Street to the center line of Hernando Street; thence northwardly with the center line of Hernando Street to the line of midstream of Bayou Gayoso; thence northwardly and eastwardly with the midstream line of Bayou Gayoso to the point where same is intersected by the center line of Madison Avenue, the point of beginning.
Ward 5
Ward 5 shall be and is bounded as follows: Beginning at a point in the midstream of Bayou Gayoso where same is intersected by the center line of Madison Avenue and running thence eastwardly with the center line of Madison Avenue to the center line of Wellington Street; thence southward with the center line of South Wellington Street to the intersection of the eastern extension of the center line of East Calhoun Avenue; thence westwardly with the center line of East Calhoun Avenue to its intersection with the center line of Hadden Street; thence northwardly with the center line of Hadden Street and South Third Street to its intersection with the center line of Beale Street; thence eastwardly along the center line of Beale Street to its intersection with the center line of Hernando Street; thence northwardly with the center line of Hernando Street to its intersection with midstream of Bayou Gayoso; thence northwardly and eastwardly with the midstream of Bayou Gayoso to its intersection with the center tine of Madison Avenue, the point of beginning.
Ward 6
Ward 6 shall be and is bounded as follows: Beginning at a point in the midstream of the Wolf River where the same is intersected by the western projection of the center line of Beale Street and running thence eastwardly with the center line of Beale Street to the center line of South Third Street; thence southwardly along the center line of South Third and Hadden Streets to the center line of East Calhoun Avenue; thence eastwardly with the center line of East Calhoun Avenue to the center line of South Third Street; thence southwardly with the center line of South Third Street to the center line of Carolina Avenue; thence westwardly with the center line of Carolina Avenue and its westward extension to the line of the midstream of the Mississippi River; thence northwardly along the midstream of the Mississippi River to the intersection of the midstream of the Wolf River; thence northwardly along the midstream of the Wolf River to its intersection with a westwardly projection of Beale Street, this being the point of beginning.
Ward 7
Ward 7 shall be and is bounded as follows: Beginning at the intersection of the center line of Poplar Avenue with the center line of Dunlap Street; thence southwardly with the center line of Dunlap Street to the center line of Union Avenue; thence westwardly with the center line of Union Avenue to the center line of Walnut Street; thence southwardly with the center line of Walnut Street to the center line of Kings Alley; thence westwardly with the center line of Kings Alley and a westerly projection of such center line to its intersection with the center line of Danny Thomas Boulevard; thence northwardly with the center line of Danny Thomas Boulevard to the center line of Madison Avenue; thence westwardly with the center line of Madison Avenue to the center line of Gayoso Bayou; thence northwardly with the center line of Gayoso Bayou to the center line of Poplar Avenue; thence eastwardly with the center line of Poplar Avenue to the center line of Dunlap Street; such point being the point of beginning.
Ward 8
Ward 8 shall be and is bounded as follows: Beginning at the point in the midstream of Bayou Gayoso where same is intersected by the center line of the right-of-way of Louisville and Nashville Railroad, and running thence eastwardly along the center line of the right-of-way of L. & N. Railroad to the point where the same is intersected by the center line of North Manassas Street; thence southward with the center line of North Manassas Street to the point where the same is intersected by the center line of Lane Avenue and thence westward with the center line of Lane Avenue to its intersection with the center line of Jones Street; thence southward with the center line of Jones Street to its intersection with the center line of Alabama Avenue; thence southeasterly with the center line of Alabama Avenue to its intersection with the center line of Poplar Avenue; thence westward with the center line of Poplar Avenue to its intersection with the midstream of Bayou Gayoso; thence northwardly with the midstream of Bayou Gayoso to the point of beginning.
Ward 9
Ward 9 shall be and is bounded as follows: Beginning at a point in the midstream of the Wolf River at its intersection with the midstream of Bayou Gayoso; thence eastwardly and southwardly along the midstream of Bayou Gayoso to a point where it is intersected by the center line of the right-of-way of the Louisville and Nashville Railroad Company; thence eastwardly along the center line of the right-of-way of the Louisville and Nashville Railroad Company to its intersection with the center line of Dunlap Street; thence northwardly along the center line of Dunlap Street to its intersection with the center line of Jackson Avenue; thence westwardly along the center line of Jackson Avenue to its intersection with the center line of Woodlawn Street; thence northward with the center line of Woodlawn Street to its intersection with the center line of Saffarans Avenue; thence northeastwardly with the center line of Saffarans Avenue to its intersection with the center line of North Manassas Street; thence northwardly with the center line of North Manassas Street to its intersection with the center line of Bethel Avenue; thence southwestwardly and northwestwardly with the center line of Bethel Avenue and the center line of Bethel Avenue produced in a straight line westwardly until such line converges with the center line of Chelsea Avenue; thence westwardly with the center line of Chelsea Avenue and the center line of Chelsea Avenue produced in a straight line westwardly to its intersection with the midstream of the Wolf River; thence southwardly with the midstream of the Wolf River to the point of beginning.
Ward 10
Ward 10 shall be and is bounded as follows: Beginning at that point in the midstream of the Mississippi River where it is intersected by the center line of Calhoun Avenue produced westwardly in a straight line; thence east along the production of such center line and the center line of Calhoun Avenue to its intersection with the center line of Hernando Street; thence southwardly along the center line of Hernando Street to its intersection with the center line of East Georgia Avenue; thence eastwardly along the center line of East Georgia Avenue to its intersection with the center line of Hernando Street; thence southwardly along the center line of Hernando Street to its intersection with the center line of East Railroad Avenue; thence westwardly along the center line of East Railroad Avenue to its intersection with Bayou Gayoso; thence southwardly along the midstream of Bayou Gayoso to its intersection with the center of E. H. Crump Boulevard; thence westwardly along the center line of E. H. Crump Boulevard produced westwardly to midstream of the Mississippi River; thence northwardly along midstream of the Mississippi River to the point of beginning.
Ward 11
Ward 11 shall be and is bounded as follows: Beginning at the intersection of the center line of East Calhoun Avenue with the enter line of South Third Street and thence eastward with the center line of East Calhoun Avenue and its eastern extension to the intersection of the center line of South Wellington Street; thence southward along the center line of South Wellington Street to its intersection with the south boundary line of the South Memphis Tract; thence eastwardly with the south boundary line of the South Memphis Tract to its intersection with the center line of Walnut Street; thence southward with the center line of Walnut Street to the intersection with the center line of East Railroad Avenue; thence westward with the center line of East Railroad Avenue to the intersection of the center line of South Third Street; thence northwardly with the center line of South Third Street to the center line of Calhoun Avenue, this being the point of beginning.
Ward 12
Ward 12 shall be and is bounded as follows: Beginning at a point, said point being the intersection of the center line of Carolina Avenue with the center line of South Third Street; thence southwardly with the center line of South Third Street to the center line of Railroad Avenue; thence westwardly with the center line of Railroad Avenue to the center line of Gayoso Bayou; thence southwardly with the center line of Gayoso Bayou and its meanderings to the center line of E. H. Crump Boulevard; thence westwardly with the center line of E. H. Crump Boulevard to the center line of the Illinois Central Railroad right-of-way; thence southwardly with the center line of the Illinois Central Railroad right-of-way to the center line of South Parkway West; thence westwardly with the center line of South Parkway West and a westward projection of such center line to its intersection with the center line of McKellar Lake; thence northwardly with the center line of McKellar Lake and a northward projection of said center line to its intersection with the midstream of the Mississippi River; thence northeastwardly with the midstream of the Mississippi River to its intersection with a westward projection of the center line of Carolina Avenue; thence eastwardly with such projection and the center line of Carolina Avenue to its intersection with the center line of South Third Street, said point of intersection being the point of beginning.
Ward 13
Ward 13 shall be and is bounded as follows: Beginning at the point where the center line of East Railroad Avenue is intersected by the midstream of Bayou Gayoso, and running thence eastwardly with the center line of East Railroad Avenue to the center line of South Wellington Street; thence south with the center line of South Wellington Street, following the offsets in same at East McLemore Avenue and at East Trigg Avenue, to the intersection with the south line of South Parkway east; thence westwardly with the south line of South Parkway east to the intersection with the main line of the Illinois Central Railroad; thence northwardly with the main line of the said railroad to its intersection with the center line of E. H. Crump Boulevard; thence eastwardly with the center line of E. H. Crump Boulevard to its intersection with the midstream of Bayou Gayoso; thence northeastwardly along the midstream of said bayou to its intersection with the center line of East Railroad Avenue, the point of beginning.

Ward 14 shall be and is bounded as follows: Beginning at the point where the center line of Mississippi Boulevard intersects the center line of East Railroad Avenue and running thence eastwardly with the center line of East Railroad Avenue to its intersection with the center line of Neptune Street; thence southwardly with the center line of Neptune Street to the center line of Walker Avenue; thence east with the center line of Walker Avenue to the center line of College Street; thence south with the center line of College Street to the center line of East McLemore Avenue; thence east with the center line of East McLemore Avenue to its intersection with the center line of College Street; thence south with the center line of College Street, offsetting at East Trigg Avenue, to the south line of Kerr Avenue; thence westwardly along the south line of Kerr Avenue to the center line of Mississippi Boulevard; thence northwardly along the center line of such boulevard to the point of beginning.
Ward 15
Ward 15 shall be and is bounded as follows: Beginning at the intersection of the center lines of Harbert Avenue and South Bellevue Boulevard; thence south along the center line of Bellevue Boulevard to its intersection with the center line of the right-of-way of the Southern Railway Company or Railroad Avenue; thence southeastwardly along the center line of the right-of-way of the Southern Railway Company to its intersection with the center line of South Willett Street; thence northwardly along the center line of South Willett Street to its intersection with the center line of Harbert Avenue; thence westwardly along the center line of Harbert Avenue to the point of beginning.

Ward 17 shall be and is bounded as follows: Beginning at a point, such point being the intersection of the center line of Watkins Street with the center line of Poplar Avenue; thence eastwardly with the center line of Poplar Avenue to the center line of Tucker Street; thence southwardly with the center line of Tucker Street to the center line of Union Avenue; thence westwardly with the center line of Union Avenue to the center line of Watkins Street; thence northwardly with the center line of Watkins Street to its intersection with the center line of Poplar Avenue, such point of intersection being the point of beginning.
Ward 18
Ward 18 shall be and is bounded as follows: Beginning at the intersection of the center line of Union Avenue with the center line of Walnut Street, and running in an eastwardly direction with the center line of Union Avenue to its intersection with the center line of South Bellevue Boulevard; thence south with the center line of South Bellevue Boulevard to its intersection with the center line of Peabody Avenue; thence west with the center line of Peabody Avenue to its intersection with the center line of Pauline Street; thence south with the center line of Pauline Street to its intersection with the center line of E. H. Crump Boulevard; thence west with the center line of E. H. Ward 20 shall be and is bounded as follows: Beginning at the intersection of the center line of North Parkway with the center line of Decatur Street and running thence eastwardly with the center line of North Parkway to the east line of East Parkway north; thence southwardly with the east line of East Parkway north to the center line of Poplar Avenue; thence westwardly with the center line of Poplar Avenue to its intersection with the center line of Decatur Street; thence northward with the center line of Decatur Street to its intersection with the center line of North Parkway, such point being the point of beginning.
Ward 21
Ward 21 shall be and is bounded as follows: Beginning at the point of intersection of the center line of Ayers Street with the center line of North Parkway; running thence northwardly with the center line of Ayers Street to the center line of an eastern extension of Wells Avenue produced eastwardly; thence eastwardly with said eastwardly extension of the center line of Wells Avenue produced to a point in the center line of Morehead Street; thence northwardly with the center line of Morehead Street to the center line of the Union Railway right-of-way; thence eastwardly with the center line of the Union Railway right-of-way to the center line of Alma Street; thence northwardly with the center line of Alma Street to the center line of Smith Avenue; thence eastwardly offsetting at Bellevue to the center line of Speed Street; thence in a southwardly direction with the center line of Speed Street offsetting at Union Railway right-of-way to the center line of Brown Avenue; thence eastward with the center line of Brown Avenue to a point 127.8 feet east of the east line of Randle Street; thence southwardly parallel to Randle Street to the center line of Vollintine Avenue; thence eastwardly with the center line of Vollintine Avenue to the center line of Mansfield Street; thence southwardly with the center line of Mansfield Street to a point of termination in the center line of Jackson Avenue; such point also being a point in the center line of Watkins Street; thence southward with the center line of North Watkins Street to the center line of North Parkway; thence in a westwardly direction with the center line of North Parkway to the center line of Decatur Street; thence southwardly with the center line of Decatur Street to the center line of the L. & N. Ward 22
Ward 22 shall be and is bounded as follows: Beginning at a point in the midstream of the Wolf River where it is intersected by a production westwardly of the north line of Waterworks Avenue; thence eastwardly along such line produced and the north line of Waterworks Avenue, to the west line of North Second Street; thence northwardly along the west line of North Second Street to an intersection with the projection westwardly of the south line of Wells Avenue; thence eastwardly along the south line of Wells Avenue produced westwardly and the south line of Wells Avenue to its intersection with the center line of Thomas Street; thence southwardly with the center line of Thomas Street to its intersection with the center line of Bethel Avenue; thence westwardly along the center line of Bethel Avenue and the center line of Bethel Avenue produced in a straight line westwardly to midstream of the Wolf River; thence north with midstream of the Wolf River to the point of beginning.
Ward 23
Ward 23 shall be and is bounded as follows: Beginning at the point where the midstream of Bayou Gayoso is intersected by the center line of Madison Avenue and running thence northwardly with the midstream of Bayou Gayoso to the point where same is intersected by the center line of Poplar Avenue; thence eastwardly with the center line of Poplar Avenue to the intersection of the center line of North Dunlap Street; thence southwardly with the center line of North Dunlap Street to the center line of Madison Avenue; thence westwardly with the center line of Madison Avenue to the point of beginning.
Ward 24
Ward 24 shall be and is bounded as follows: Beginning at that point in the center of Lake McKellar where same is intersected by a western production of the south line of the South Parkway West, and running thence northwardly with the center of Lake McKellar and with a northwardly production thereof to the point where same is intersected by the western production of the center line of Wisconsin Avenue; thence eastwardly with the western production of and with the center line of Wisconsin Avenue to a point where it is intersected by the center line of Riverside Boulevard; thence southwardly with the center line of Riverside Boulevard to a point where it is intersected by the center line of the St. Louis-San Francisco Railroad Company right-of-way; thence southeastwardly with the center line of the St. Louis-San Francisco Railroad Company right-of-way and a southeastwardly production thereof to a point where it is intersected by the center lines of Arkansas Street and West McLemore Avenue; thence eastwardly with the center line of West and East McLemore to the center line of the main line of the Illinois Central Railroad Company; thence southwardly with the center line of the main line of the Illinois Central Railroad Company to a point where it is intersected by the south line of the South Parkway East; thence westwardly with the south line of the South Parkway east and west to the point of beginning.
Ward 25
Ward 25 shall be and is bounded as follows: Beginning at the intersection of the center line of South Wellington Street with the center line of East Railroad Avenue, and running thence eastwardly with the center line of East Railroad Avenue to the intersection of the center line of Mississippi Boulevard; thence southwardly with the center line of Mississippi Boulevard to the south line of Kerr Avenue; thence westwardly with the south line of Kerr Avenue and South Parkway east to its intersection with the center line of South Wellington Street; thence northwardly with the center line of South Wellington Street to the intersection with the center line of East Railroad Avenue, the point of beginning, making the offsets at East McLemore Avenue and at East Trigg Avenue.
Ward 26
Ward 26 shall be and is bounded as follows: Beginning at a point, said point being the intersection of the center line of the Frisco Railroad with a northward projection of the center line of James Street; thence in a southeasterly direction following the center line of the Frisco Railroad to its intersection with the center line of Ragen Street; thence in a southerly direction with the center line of Ragen Street to its intersection with an eastward projection of the south right-of-way line of Quinn Avenue; thence in a westerly direction following said easterly projection and the south right-of-way line of Quinn Avenue and a westward projection of the south right-of-way line of Quinn Avenue to its intersection with the center line of Woodbine Street; thence in a southerly direction following the center line of Woodbine Street to its intersection with the center line of Kerr Avenue; thence in a westerly direction following the center line of Kerr Avenue to its intersection with the center line of College Street; thence in a northerly direction following the center line of College Street to its intersection with the center line of East McLemore Avenue; thence in a westerly direction following the center line of East McLemore Avenue to its intersection with the center line of College Street; thence in a westerly direction following the center line of East McLemore Avenue to its intersection with the center line of College Street; thence continuing in a northerly direction with the center line of College Street to its intersection with the center line of Walker Avenue; thence in an easterly direction following the center line of Walker Avenue to its intersection with the center line of James Street; thence in a northerly direction following the center line of James Street and a northerly projection of such center line to a point in the Frisco Railroad, such point being the point of beginning.

Ward 27 shall be and is bounded as follows: Beginning at a point, said point being the intersection of the center line of Bethel Avenue with the center line of Thomas Street; thence in a northerly direction following the center line of Thomas Street to its intersection with the center line of Wells Avenue; thence in an easterly direction following the center line of Wells Avenue and an easterly projection of such center line to its intersection with the center line of Ayres Street; thence in a southerly direction following the center line of Ayres Street to its intersection with the center line of North Parkway; thence in a westerly direction following the center line of North Parkway to its intersection with the center line of Dunlap Street; thence in a southerly direction following the center line of Dunlap Street to its intersection with the center line of the L. & N. Railroad; thence in a westerly direction following the center line of the L. & N.
