§ 12-56-7. Permit—Refusal to issue.

The director of public works shall refuse to issue the permit required by section 12-56-5 whenever it appears that the pole sought to be erected, reset, replaced or repaired is unsafe, unsuitable for the purposes to which it will be put, or not suited to the location in which it will be placed.
